Added what I already had #1

These are some of the functions and macros already available for the section. It just makes sense to bundle them with this project and have it be the "master" version.

I also set up a basic skeleton framework for the project. Ideally, one program should create, test, and distribute all products (in this case, make.sas). I've dodged the config-file task for now by requiring users to fill in macro variables.

@rwright88 Please look through the pull request and comment on anything you'd like. If these work, then try merging it. Don't delete the branch, though.

I'm pretty unfamiliar with SAS fcmp, but I can trust you that these work! I'll still review everything that's there, though.
