fix S07 att; still keeping the hybrid form as opposed to a tabulated form #217

@BethanyRS, does this PR fix your non-standard wavelength range fit issue?

@jdtsmith Sure, this is a good approach when we have more extinction curves to explore. I'd propose we keep this current form for version 2.1 and we can build on top of this down the line in future versions.

Merging on @ThomasSYLai's report that the wavelength issue is fixed.
