Can this work just on data without any model as input?

Yes you can technically use the tool to view data without a model but the tool was built to investigate model performance, so most of the features won't be available. See the bottom of https://pair-code.github.io/what-if-tool/learn/tutorials/notebooks/ for some information on not using a model.
