feat(dataverse): implement upload config dialog

• Refactored the upload configuration dialog
• Added unit and component level tests for upload_config_dialog.py. Refactoring as part of tests.
• Modified the UI for upload_config_dialog.py to include a label for maximum parallel uploads.
• Minor bug fix related to setting authors during database initialization done for dataverse module.

Test Run: ~/src/venv/bin/python ~/src/pasta_eln/GUI/dataverse/upload_config_dialog.py
