Journal Citation: citation must be updated with a "re-fill from doi" after manually creating one

When I add a citation I have to do go back and re-fill from doi a second time to get the authors to populate. maybe that's what's happening when EDI staff add a citation if they just do the first re-fill - do you know what causes that glitchy double fill requirement?

The authors were not being added to the database when initially creating the citation, only when the citation was updated.
