Add a flag to the web service API endpoint that will effectively ignore any element in the creator list.

Some LTER sites prefer that content within the element of a responsibleParty EML subtree not be displayed as part of the default suggested citation on the EDI Data Portal data package landing page. This can be done during the generation of the cache JSON file so that organizational content is not added to the cached version of the citation JSON:

  1. Add a flag to the citation generation process that will effectively ignore any element in the creator list.
  2. Set this flag in the EDI Data Portal at the initial citation request for any LTER site that does not want organizational content as part of the citation.
  3. Delete the cache of citation JSON on cite.edirepository,org for all LTER sites who do not wish for organizational content in their citations.

Note that tasks 1 and 2 are now complete; the changes and task 3 will occur on Wednesday's patch night (20210317).
