Need to add DOI "tombstone" page for no-longer accessible data packages #34

We need to add a DOI "tombstone" page for data packages that were once accessible by a DOI but are no longer. This happens when a data package is removed either through the PASTA Data Package Manager API or through the prune package. The existing page is here: https://environmentaldatainitiative.org/data-package-not-available/
