Update featured data contributing guidelines #42

These guidelines leverage an existing behavior in the web-x codebase that keeps articles hidden when the article file name deviates from the expected pattern YYYYMMDD-XX.md, which allows articles to be viewable by authors as hidden proofs.

Also added here is the image gallery implementation currently under review at web-x. So, so this commit may need to be updated depending on the outcome of that conversation.
