Fix Preview Metadata immediately after New from Template #134

After doing New from Template, Preview Your Metadata on EDI's Data Portal throws a java parse error.

Problem was that New from Template was only creating the JSON file. No XML file was created until the document was modified, so preview metadata failed to find the XML file to send to the portal.
