In footnote you've have written dataset was not uploaded reason being upload limit. Should I do it?

I am unable to use label feature.
In my repositories, I am able to use label feature very efficiently.
The question is :- To use label feature, Is it necessary to have admin or owner rights?
Or is there any setting on the repository to generalize the label use for all users, without any admin/owner rights? @PBJI

Sorry Nitkarsh, But editing is not allowed for people with no write access. If you want to change anything in the project, you use the pull request feature.
