This PR also includes an update to Kokkos v4.2.00.

Issue:

Tines:

[x] Tines_ToySacadoReducer.cpp is failing on GPUs. It was fixed after updating Sacado from Trilinos.
[x] Unit tests are passing in Tines.

TChem

[x] TChem_Test_Simpol_RHS is not working on GPUs.
