Add DRS section to CMIP6_CV.json #361

@durack1 This will add the DRS section into CMIP6_CV.json. This section could be used by future versions of CMOR.

This PR will also add the license_info sections to the source_id entries, which shouldn't affect the current version of CMOR.

@durack1 The tables were able to pass the CMOR tests, and I didn't see any of the license_info values in the files. I'm not sure where the cohort value is used.

@mauzey1 great, I doubt the cohort features anywhere, and if tests have passed then I think we're good for the merge!
