CircleCI current image deprecated #739

It seems that our latest PR merge didn't pass/was cancelled (e.g. here)

It seems that the current image ubuntu-2004:202201-02 is deprecated https://github.com/PCMDI/cmor/blob/5efaedff81619e224b243c90e6e57bafc165c64b/.circleci/config.yml#L119

This will obviously be obsolete if we migrate to GitHub actions, but was worth nothing and tagging against 3.9.0

I cancelled the workflow because it was launched after a change to the README, which has no impact on the code.

I will update the image version.
