There are a couple of inconsistencies in our MIP_institutions.json and MIP_consortiums.json files that need addressing. There are also numerous instances of wrong encoding throughout files, e.g.

Move to MIP_consortiums.json and define membership
[ ] PCMDI the PCMDI project/program is hosted at the LLNL institution (which has an ROR) - so following the example above LLNL-PCMDI would make more sense. We already have LLNL defined, with "PCMDI" duplicating this content

NCAS - looks wrong "Uks",
RSS - remove "(United States)" "Remote Sensing Systems (United States)",
UColorado - tweak "University of Colorado System",

NASA-JPL, NASA-LaRC, NASA-GISS, NASA-GSFC, NOAA-NCEI, NOAA-GFDL, these all follow the agency-institution template which would be useful to think about. In the case that we wanted to try and implement this, we could have DOE-LLNL-PCMDI, and DOE-PNNL-WACCEM, but that might be a stretch too far
