Add new Amon variables requested by DWD #48

New variables clCCI, clCLARA, cltCCI, cltCLARA, clwCCI, clwCLARA, clwtCCI, clwtCLARA, pctCCI, pctCLARA have been requested by @Funkensieper and can be found in #46

As part of this PR, the new institution:

"DWD":"Deutscher Wetterdienst, Offenbach 63067, Germany"

Will also be registered

On the attached several variables were vetted with the obs4MIPs panel. We've signed off on the first spreadsheet (tab1: "clouds_final" ) but there's still some discussion about the second (tab2: "update_clouds"). obs4MIPs_DWD_update.xlsx
