Use absolute links to pcmdi.llnl.gov for server-hosted files. #539

This is meant to fix the issue where links to files that are only hosted on pcmdi.llnl.gov are broken on pcmdi.github.io since they are relative links (i.e. {{site.baseurl}}/climate-data/...).

@mauzey1 thanks for catching this - was there an error report somewhere, or just a tweak you discovered?

I haven't seen any issue posted for it but I thought it should be fixed.
