Updating MJO Page with updated figure description.

@kristinchang3 could you please remind me what this PR was for and is it still valid?

@lee1043 this was to update the MJO figure description with the correct color palette. The current version reads "GPCP v1.3, colored in dashed purple), mean of CMIP5 models (dashed blue), and CMIP6 models (dashed green)," but it should be black, blue, orange respectively.

I noticed the description text in the updated html is not formatted in the gray box, which is why this is still in draft form. Thank you for reminding me to follow up on this!
