how to cc people without github accounts? #2

In trac, we could cc people using their email address.

Just to check in: unfortunately, I can't find any reference to notifications without a GitHub account. Would we be comfortable closing this out?

We do have a mailing list now. I don't see a convenient way to simultaneously comment on an issue and notify someone by email if they don't have a github account, but we can obviously cc people on messages to the mailing list. I suppose that's as good as it gets.
