[BUG]: Japan region on any own Deckard BIOS #10212

Describe the Bug

Doesn't play any PAL software and game titles in full mode as it goes back to Browser screen (the gray one) Doesn't show any PlayStation 2 logo while any PAL disc starts

Reproduction Steps

Fixed in old PCSX2 releases, like v1.4.0

Expected Behavior

O/X are swapped on OSDSYS
