[BUG]: Can't move around memcards on per-game settings if they are already assign in global settings, neither remove them.

Describe the Bug

You can check memcard's per game on the latest nightly, but currently cant move around said memory cards, unplug them or swap them around by using the swap button), This causes issues if you want a memory card or folder cards assigned to only one specific game (games like the sims ports have savefiles so massive they can easily reach the 8mb limit). Also, swapping memcards doesn't work and throws this message. (Picture 1)

Show up gray out if they are assigned, only can use the reset option:

The only way to swap around memcards is by using a third memcard, but that is more of a workaround than anything.(picture2)

Reproduction Steps

1. Create two memory cards on general settings, format both and plug them on global settings.
2. Go to any per-game settings, try to remove or use the swap button to swap out both memcards.

Can confirm, as of v1.7.5540 seems to affect both Windows and Linux

Currently, I am unable to reproduce the 'Both slots must have a card selected to swap' error. However, yes, they are greyed out and unable to be changed in any way unless a third card is present, at which point you have to juggle them to manipulate them to the state you want them in. Tested v1.7.5584 on Manjaro.

I also get this error "Both slots must have a card selected to swap" and in general can't swap move around the cards on the per-game settings on macOS 11 Big Sur, using PCSX2 v1.7.5788
