[BUG]: Flame of Recca: Final Burning IPU issues #11335

Describe the Bug

the game has IPU issues in the battle mode

just to note this is a long term issue its mentioned on the compat forum page back in 1.3

their is a patch mention on the compat forum page

[IPU hang fix]

while it dosent make the game work perfect it will stop the game freezing

Reproduction Steps

boot the game and open a battle in teh battle mode and wait for 5 seconds

Expected Behavior

the game battle video to work correctly

Added a patch for it that makes the videos no longer freeze the game but they won't play correctly.
