Meta: Games with IPU issues

I figured a meta issue to track games with various IPU issues would be helpful since they're not always well documented/found easily. FMV issues related to GSdx are not included here.

Feel to make corrections as necesssary. The games here are based off my own tests, and data from the wiki, so re-tests would always be nice.

• [ ] 7 Blades forum link - freezes at end of a video
• [x] Arctic Thunder - requires SkipMPEG hack (#2385) Fixed by #3877
• [x] Gladiator - Sword of Vengeance - IDEC
• [x] Guitar Hero link - freezes at end of videos
• [x] Harry Potter Quidditch World Cup - corruption, FMVs end very early
• [x] Klonoa 2 - #2349 (IPU_CTRL register -> BUSY bit)
• [x] Myst 3 - Expects the IPU to be very fast using a custom EE loop to know when to copy data out of the IPU
• [x] Onimusha Dawn of Dreams - corruption #2468 - IDEC
• [x] Shox
• [x] Tekken 4 - freezes at end of videos, IDEC processes 8QW too many, game waits for it to empty (never does)
• [x] Test Drive link - in-game freezing
• [x] Tiger Woods PGA Tour 06 - hangs without SkipMpeg
• [ ] Valkyrie Profile 2: Silmera link - freezes at end of videos

Unconfirmed:

• [x] Q-Ball Billards Master/Pool Master - unsure if this one has issues still, may be fixed
• [x] Spyro: A Hero's Tail link
• [x] Test Drive Off-Road: Wide Open - blank videos, might be GSdx issue instead? [Confirmed Fixed]
• [x] The Guy Game
• [x] Prisoner of War - hangs without SkipMpeg
• [x] Classic British Motor Racing - hangs without SkipMpeg
• [x] Black & Bruised - hangs without SkipMpeg [Confirmed Fixed]

False Positives:

• [x] Dropship United Peace Force -> Misc timing issue
• [x] Paris-Dakar Rally - hangs without SkipMpeg -> issue was already resolved
• [x] Lethal Skies II - hangs without SkipMpeg -> works just fine
• [x] Knight Rider: The Game - hangs without SkipMpeg -> works fine
• [x] Call of Duty World at War: Final Fronts - corruption/hanging -> neither were present in testing.

With the introduction of @Goatman13 's start code changes (the BDEC part specifically), Tales of Rebirth video seems to get out of sync and start glitching (the one after the main menu), the startcodes seem to become junk, but it worked fine on the old code.

Jimmy Neutron - Boy Genius needs Skip MPEG Hack to get to the start menu, otherwise it HARD crashes the emulator after the last video. With the hack it does get there but with no start screen visible, but after pressing the start button everything is normal and FMVs play without issue.

underclocking the EE to the lowest setting seems to get around the crash, but it's hit and miss if the menu looks screwed or not.
