[BUG]: Pachi Para 12-14; Various HW renderer issues

Describe the Bug

From what I've gathered, all issues probably exist in some form in every game and are just more or less noticable depending on the situations in each game. Regardless, I cant say for sure.

All 3 games most noticeably suffer from https://github.com/PCSX2/pcsx2/issues/1318, as the story mode for all 3 games runs on Irem's Steambot Chronicles engine. This page is for issues that (as far as I can tell) do not pertain to that specific issue.

General

The games seem to run very poorly compared to other games on PCSX2, with some areas additionally seeming to run better in SW than HW on occasion.

General - HW Only

Screen color change effect (load screens, save screens in 13) don't occur
Black screens in cutscenes with only the text box on the bottom render as all black, hiding the text box (once the world rendering reappears, the text box shows up again too)
Character profile on second option in pause menu takes way longer to appear and flashes black constantly
Minimap rendered incorrectly

Pachi Para 12 This game seems to run the worst out of all of them, aside from going on roofs in 14

Pachi Para 12 - HW Only

Opening Skybox broken
Framebuffer copies (pause screen) break

Pachi Para 13

Area surrounding pachi slot field on the first story machine seems to be too dark

Pachi Para 13 - HW Only

Pencil effect on characters has been lessened
Wake on waves shown on machine (shown in demo) are gone
Massive frame drop on pause screen page flips (sort of still exists in 14, but to a more negligible degree)

No issues specific to Pachi Para 14 only were found.

The individual issues are too numerous for me to provide detailed instructions, or comparison pictures, at the moment. Attached are the snapshots and gsdumps of all issues discussed here and other gameplay moments. When further clarification or dumps are needed, please let me know.

I went and tested a number of these dumps on v1.7.5474. It looks like the character creator/games are OK. Dumps in the outdoor sections that are using post processing effect are still broken
