[BUG]: Eternal Poison (USA) Graphics bug SLUS-21779 #5548

Describe the Bug

Conversation text is under game UI elements. Occurs both in SW and HW. Speedhacks disabled. Tried different EE/VU settings to no avail.

Reproduction Steps

Just play the game past tutorial.

Expected Behavior

Conversation text should be on top of UI elements.

Could be a core issue, ran the dump on my PS2 and the issue is reproduced

Dump still appears the same as of 1.7.5928
