[BUG]: Puyo Pop Fever (NTSC-J) background issue #9822

Describe the Bug

Several parts of background are rendered incorectlly. HW: Puyo Puyo Fever_SLPM-65532_20230822034840

SW: Puyo Puyo Fever_SLPM-65532_20230822034841

Reproduction Steps

Wait at title screen to play demo.

I feel like I'm blind, can you point out the rendering errors? the HW one looks just like the real PS2 to me
