[BUG]: OZ SLPM-66033 Submenus don't show

Describe the Bug

aka Sword of Etheria submenus such as saving and loading menus don't show. below i believe is supposed to be a save screen. it does this in both hardware and software mode. happens in hardware and software

get to any point of saving or loading a game.

the gs dump was tested on the PS2 , seem to be not a GS issue
