Added SSX On Tour 60 FPS patch #336

Added a patch to SSX On Tour (U) that sets the framerate to 60FPS. I found the patch on reddit, and tested it. Works like a charm, no bugs apparent. Credit to deleted user on reddit (the patch credits them as MelA)
