Rtools MASS #14

We needed to download Rtools to install the MASS package. Is there a workaround?

@PCdLf RTools is needs on Windows for compilation. MASS is available as pre-compiled binary so you wouldn't need Rtools, but this would require to update the version of MASS (and keep it updated). Question is if MASS is the only package that needs compilation or if there are more. In that case a work around would be too much of a hassle to create reproducible environments.

Added wontfix label here since Windows users of the open source version will most likely have Rtools installed (since they already work with R). For installing the app on the laptops for research purposes this is something that does need to be installed for now. Can revisit later if that's necessary.
