NASA should establish guidelines for preserving high-level data sets of
interest that are not appropriate to PDS archiving. Designate data repositories that comply
with FAIR (Findable, Accessible, Interoperable, Reusable) data principles.
PDART and other ROSES solicitations already require archiving of any derived products from proposals. PDART defines equivalent archives and lists several including HiTRAN and PDS IMG annex. Several PDS nodes have or are creating Annexes for the archive of well documented data that are either not PDS compliant or are awaiting peer-review.
Please note that ESA’s Planetary Science Archive Guest Storage Facility is not an archive since peer-review is not required.
NASA/ PDS does need a better way to determine what products need full review and what don’t.
