Should we include commanders which currently have zero decks? #54

Discovering something new can be fun. But there are likely a ton of unplayable uncommons.

Started on this in https://github.com/PDHdata/SmallFormats/tree/lonely-commanders. It needs filtering for acorn cards (see #42) and probably needs its own color split to be useful.
