This is part 1 of a set of PRs to add/update several actions as the entire organisation's repos get support for GHA CI builds:

Add action to install FFTW3
GHA: ci-dist: add option to use threaded Perl
Add support for Module::Build dists
GHA: ci-dist: Add support for graphical display
ci-dist: Set AUTOMATED_TESTING for all testing targets
GHA: install-dep-pdl-dep: Add start of macOS support
install-dep-plplot: [Windows] Use Alien::PLplot
Add apt-get update before every first apt-get install
