fix Appveyor and GitHub org permissions #2

The Appveyor perm model is a little wonky when it interacts with GitHub. See http://help.appveyor.com/discussions/questions/1154-appveyor-account-for-github-organizations.

It needs to allow for others in the org to access the build settings.

No longer needed as we aren't using Appveyor. I have fixed this however in a tool I wrote.
