Found in a 1983 version of HOSTS.TXT:

This xfile runs HOSTS3 twice to generate hosts databases in HOSTS2 and HOSTS3 formats. It's much like the invokation we have presently, differing only in small details:

After that, it will INSTAL the generated files. With our present setup, it will try to copy to ES, NO, SJ, and UP. I don't think that's appropriate.

There is a more elaborate HOSTS XFILE in AI: SYSHST; AR2 HSTSRC.

Which uses MAKHST and HSTNIC which are dumped TECO programs. Also in that archive.
