@eswenson1 suggested notes like the one in #939 should be in an ITS file.

We already added SYSDOC; ADDING PACKS. Maybe it could be renamed RANDOM NOTES, infoized, and added to.

There's another note in #674 about NCP loading SYS; ATSIGN NETRFC to handle connections.

It occurs to me it would be good to find all places in ITS that calls NUJBST to start a user job. I found these:

CHAOS - ATSIGN CHAOS.
ITS - any ATSIGN file through DEMSIG.
ITSDEV - ATSIGN XPL. This was news to me!
ITSDEV - ATSIGN IPL. See #939.
NCP - ATSIGN NETRFC. See #674.
SYSJOB - ATSIGN DRAGON.
SYSJOB - ATSIGN CCTSS. What?? Commented out though. Says SYS: @ CCTSS.
TCP - ATSIGN TCP. From two places.

CCTSS ("CTSS CALLER") is commented out already in ITS 785. The use of @ instead of ATSIGN seems to hint at some archaic practice.
