There's another note in #674 about NCP loading SYS; ATSIGN NETRFC to handle connections.
It occurs to me it would be good to find all places in ITS that calls NUJBST to start a user job. I found these:
CCTSS ("CTSS CALLER") is commented out already in ITS 785. The use of @ instead of ATSIGN seems to hint at some archaic practice.

It turned up at least one PCLSR-related bug in the ITS terminal handling. It also motivated me to add a second instance of Tom Knight's serial-line interface. @eswenson1 suggested notes like the one in #939 should be in an ITS file.
We already added SYSDOC; ADDING PACKS. Maybe it could be renamed RANDOM NOTES, infoized, and added to.
