ITS source code split #1720

Evidence from ITS source code, ITS binaries, and backup tape listings shows that ITS was gradually split up into several files.

.TAPE backup records show SYSENG; ITS 932 timestamped 1975-04-08, and SYSTEM; ITS 935 dated 1975-05-17.
