Check build dependencies #1969

Add a small script, run early, to check for build dependencies. It should cover all "supported" host systems:

And maybe some more... @ams how's the OpenBSD build these days?

Still broken last time I checked -- I will try again.

Thanks @larsbrinkhoff , I'd say add them to the main readme first, after all I'm sure any change in dependencies is going to necessitate either a change to the readme, or a manual change to this proposed script(s), and the former seems easier.
