RAYGUN requires NCP #547

RAYGUN (#240) valrets if it doesn't find the IMSOC1 and IMSOCB symbols in the ITS monitor.

Those symbols are defined in SYSTEM; NCP. IMSOC1 is a table of Arpanet connections, and IMSOCB is the size of that table. RAYGUN looks for information in that table.

We don't enable NCP in the monitor configuration, because we don't have anyone talking NCP to us. RAYGUN should be fixed.

I'd like NCP support, actually - that way we could speak to TOPS-20 4.1 et al.

The ITS side shouldn't be a huge problem. There's a SYSTEM; IMPOLD WTHNCP. It was written for the KA/KL IMP interfaces. Actually, there were two: DM had its own thing, and AI/ML/MC another.

As for the emulators, I don't think there's any support for those hardware interfaces, or NCP.
