Removal of Sawcut Cost? #28

The "sawcut asphalt" cost is built into general excavation bid item. There is no bid item for this. Perhaps, after we have time to re-evaluate asphalt removal costs (among others), we drop the "sawcut" cost.

"Asphalt removal" is also part of the general excavation bid item, except for the item "Cold plane pavement removal", which is used when they dig up too much of the street and have to redo the top layer of pavement for the whole stretch. This situation is typical when there are multiple (2 or more) utility relocations. If we wanted to add this, we would need to turn back on pGas, pFiber, etc. Then, if >1 utility is parallel, cost out the cold plane, plus the MHMAC to replace it.

Suggested action: Dont worry about this and sawcutting until after Gen 3 release.
