Alts Toolkit: Add new operation type - constructed pipe that has not yet been updated in master link #1

I am hoping that during the update process for the Alternatives Toolkit you
can add a new choice in the "operation" field that would represent the pipe
segments that have been constructed but have not been updated in our
mst_links table. I think it would also be good to be able to identify pipe
segments that are in the design process and will be constructed within the
next year or so. Andrey and I have been doing a bit of work over the last
few months to recommend locations to place temporary flow monitors. As a
part of this work, we have had numerous discussions with folks in the
design group about projects that are in the design process. I would like to
have a way to filter out these pipe segments and the ones that have already
been constructed but haven't yet been imported into mst_links so that we
don't show them as needing to be upsized or as RIK pipes in the
alternative. So, if you could set up a new operation type with a
designation of X (or some other more appropriate letter), that would be
helpful.  

Also, it would be nice if the alternatives toolkit would pull in a table
that would show the pipe segments that we know of that are in the design
process or have already been constructed but are not in mst_links.  I
envision this table that would show up as a background layer when a
designer is working in the alternatives toolkit. It would be similar to the
"Service Status" layer that is a part of the BES Collection System layer
group on ArcMap. That layer shows that pipe segments that are known to be
new/pending/abandoned/constructed not in service. Andrey has developed a
pretty comprehensive list of pipe segments that the design group is working
on and that will go to construction in 2010. I am wondering if we could
mesh that data with the service status data to come up with a comprehensive
list of pipe segments.

I envision that the modelers would used the background data layer as a
guide to add pipe segments to the alternative that would have the X
designation. I could work with Andrey and others to develop the background
data layer if you could add the feature to the Alternatives Toolkit that
would show the layer.

To distill:

* Add new operation type "X" indicating a pipe was added to a model that 
represents
something that is real or is in design but has not yet been updated in master 
links.
Investigate whether there should be two operation types, one for actually 
constructed
pipes, one for in-design pipes.  X means "don't touch!"

* Add an additional layer to Alts Toolkit that shows pipes in design process or 
have
been constructed, but are not in master links, to prevent user from redoing 
them.

Whitaker will instead use focus areas with a code of UC (Under Construction) to
represent these types of pipes.  It was concluded that the proposed "X" pipe is 
not
materially something that's part of alternative configurations but is instead a
condition of the base model, which can be taken care of with focus areas.
