EMGAATS: Always force building of constructed inflow control targets #13

What steps will reproduce the problem?

When deploying an alternative, building of constructed inflow control
targets (originating from the import of MIPS) is not guaranteed because the
stormwater controls checkboxes are off.

What is the expected output? What do you see instead?

Constructed inflow control targets must be in the resulting XPX and etc.
model import files.
