Alternatives Toolkit split operation places nodes incorrectly for some links #14

What steps will reproduce the problem?
1. In the AT, open the Link Toolpad
2. Use the SPL operation on a link that is not straight
3. Observe that the new node is not placed where expected

What is the expected output? What do you see instead?
The newly created node should be at the location of the split. Instead, the 
node is placed elsewhere.

Please provide any additional information below.
This is a known limitation of the software. For long links with curves, the 
straight-line distance between nodes differs greatly from the actually link 
length.  The SPL operation assumes the actual length is close to the 
straight line length.

Work Around:
Split the link as usual. Then manually move the node and CON links to the 
appropriate locations.
