Alts Toolkit: Pack of surface subcatchment sometimes necessary when applying alternative #21

What steps will reproduce the problem?

Apply Alternative fails and text file indicates out of disk space issue
with SSCProcessor.mb.  This is a red herring error and is resolved when the
mdl_surfsc_ac table for the base model is packed.

What is the expected output? What do you see instead?

Apply Alternative is not expected to fail.
