Alts Toolkit: Possible AltDSCIDs created when merging projects into RP alternative #24

What steps will reproduce the problem?
1. Merging preferred alternatives with the same AltDSCIDs at different parcels 
into RP alternative package

What is the expected output? What do you see instead?

Expected output: 
Unique AltDSCID values in the alt_dsc table, regardless of where the preferred 
alternative originated

What is seen instead:
Duplicate/Multiple AltDSCIDs in the alt_dsc table within the 
alternative_package.mdb.

I corrected this for the FAV basin by setting the AltDSCID = MapInfo_ID
