Cost reference sheets exist in two locations in CostEstimator #25

Description of issue:

1. PipeCostReference.xml and InflowControlCostReference.xml files exist in both 
the "Classes" and "UI" projects in the CostEstimator.
2. Ideally, the .xml files would exist in only one location and then get 
written to or referenced by other dependent project(s) as needed
3. Currently, changing the cost item values in the "Classes" project does not 
have an effect on the deployed app...the developer must modify the cost item 
values in the "UI"project to see changes reflected in the deployed app.

I've removed the XML files from the Classes project.  They're only in the UI 
project now.

I think this was a remnant from previous testing of the Classes project, and is 
no longer needed.
