EMGAATS: Allow option for ordering runoff deck H1 cards #27

For calibration or other types of work requiring factor changes to parameters 
using H1 NAMEW=-1 and NAMEW=-2 cards, allow the option to order by subcatchment 
type, drain node, and/or subcatchment name.
