EMGAATS: Add ability to limit trace to pipes of a certain size and larger

This feature is superficially achievable by modifying the trace queries at the 
masterportal level, but if hydrologic continuity is necessary (which is 
likely), then tracing will need to continue as high as the highest point in the 
actual network that is receiving inflow.  Any pipes between the most downstream 
occurrence of the minimum size and the highest reachable inflow point will 
still need to be traced to gather the subcatchments that need to be lumped for 
entry into the last pipe traced, according to current tracing methodology.
