Alts Toolkit: SanSwrCrown and Frac2SwrBeg need to be recalculated; modify truePositive table #33

When pipe sizes change or a DSC is redirected, the SanSwrCrown and Frac2SwrBeg 
fields need to be updated in the deployed model

Andrey also reports that the trueNegative/truePositive tables are not 
regenerated.  They are still grabbing the same parcels.  He is requesting that 
the truePositive table gets rebuilt object-wise.

The Frac2SwrBeg field should currently be maintained by the DSCToolPad. The 
DSCToolPad calculates ConnectFractionSan and ConnectFractionStorm in the 
alt_dsc table. The DSCProcessor then writes ConnectFractionSan to 
mdl_dsc.Frac2SwrBeg.

TrueNegative and TruePositive tables are the results of queries in the BSBR map 
generation code, and should reflect changes to the dsc table made by the 
AlternativesToolkit.

SanSwrCrown is not maintained by the AlternativesToolkit - Will evaluate 
whether it is necessary to update the tool to maintain this field.
