Subcatchment traces in twice #41

Andrey discovered this. When a subcatchment has an Alt_TraceNode (for when we 
have a sump), but the trace also grabs that node as part of the traced network, 
the subcatchment will be built into mdl_surfsc_ac twice. We had previously 
assumed that if a subcatchment gets sumped, the NGTO_EX stops being part of the 
network. If the network somehow does connect to the NGTO_EX in the trace, the 
subcatchment gets caught twice.
