Routes REST: users, events #12

The structure is basically complete as of commit d4426a45c6efbe136bbcc0310f7eef2791bd424c. There is some ambiguity on the route for the event search bar and the "list events" route. We should probably discuss. I'm hoping that the react outline im going to start provides some clarity for it.
