Only process new or updated cases #58

Is it possible if we only process the new and updated cases? It takes almost 2-3 hours now. Although I will delete everything to test the patch before run it, it is useful in the future.

Config.yml, quality_check.log (containing errors), hgvs error log are all rewritten on rerun. How should this be handled?

I will think about it after we fix the case list.
